This works because you view other peoples websites and in turn you earn credits to have your website shown to other people in the same traffic exchange. The only problem with this type of traffic is that instead of the 1% conversion that people really want to get, when using traffic exchanges you can expect about a .1 to .01% conversion rate. If you have the time on your hands its a great way to get lots of people to your site and start building your sites reputation and brandablity.
